Commissioner of human services shall develop, test, and recommend systems improvements to minimize regulatory paperwork for substance use disorder programs licensed under Minnesota Statutes chapters 245A, 245F, and 245G, in consultation with counties, tribes, managed care organizations, treatment professional associations, and other stakeholders.

Commissioner shall contract with a vendor experienced in developing statewide system changes for multiple states at payer and provider levels, with recommendations guided by a previous report from Laws 2019, First Special Session chapter 9, article 6, section 76.

Commissioner of health and Office of MN.IT Services shall provide needed information, resources, and data system implementation support for the systems improvements.

By December 15, 2022, commissioner shall submit a report to legislative committees with jurisdiction over health and human services detailing implemented paperwork reductions, tested approaches, and recommendations for statutory changes to further enhance systems improvements.

$318,000 in fiscal year 2022 and $118,000 in fiscal year 2023 appropriated from the general fund, with $200,000 of the 2022 amount designated for vendor contracting; funds available until December 15, 2023.
