Amends Minnesota Statutes section 340A.404, subdivision 4, to authorize municipalities to allow retail on-sale intoxicating liquor license holders to dispense and allow consumption of alcohol at outdoor areas not contiguous to the licensed premises.

Requires municipal authorization to specify additional outdoor areas for alcohol dispensing and consumption, with conspicuous demarcation and signage to prevent off-premises consumption.

Mandates that licensees demonstrate direct control of outdoor premises through deed, lease, contract, or municipal permission, and maintain liability insurance as prescribed by section 340A.409.

Allows authorization to be temporary or permanent, with duration specified if temporary.

Permits outdoor consumption notwithstanding existing restrictions in section 340A.410, subdivision 7.
