Prohibits mental health practitioners and professionals from engaging in conversion therapy with clients under 18 years of age or with vulnerable adults, effective the day following final enactment.

Defines conversion therapy as practices seeking to change sexual orientation or gender identity, excluding counseling that supports gender transition or provides acceptance and identity exploration without seeking to change orientation or identity.

Conversion therapy attempted with minors or vulnerable adults constitutes unprofessional conduct subject to disciplinary action by the appropriate licensing board.

Excludes conversion therapy from medical assistance (Medicaid) coverage under Minnesota Statutes section 256B.0625.

Prohibits persons or entities from using fraud, misrepresentation, or deceptive practices in advertising or offering conversion therapy services, including claims that homosexuality is a disease or guarantees to change sexual orientation or gender identity.
