Appropriates $250,000 in fiscal year 2022 and $250,000 in fiscal year 2023 from the general fund to the Commissioner of Health for grants to the Minnesota School-Based Alliance.

Directs grant funds to ensure school-based health centers meet core competencies of evidence-based safety net health care models and adhere to basic SBHC definitions.

Requires participation in state interagency dialogue on school-based and linked health care, including mental health and behavioral health services for school-aged children and youth.

Establishes that school-based health centers provide comprehensive medical care including preventative and behavioral health services to all students regardless of ability to pay.

Requires school-based health centers to collaborate with partnering organizations to provide supplemental services including mental health counseling, dental care, vision care, nutritional counseling, and emerging services like telehealth.
