• Requires abortion facilities that terminate pregnancies of 10 or more women per month to obtain a license from the Minnesota Commissioner of Health beginning July 1, 2022.

• Abortion facilities must be accredited or members of a national accrediting organization, or obtain such accreditation within six months of applying for a license.

• Establishes a biennial license fee of $365 and temporary license fee of $365, with licenses valid for two years and temporary licenses valid for six months (renewable once).

• Requires Commissioner of Health to conduct routine and comprehensive inspections prior to initial licensure and at least once every two years thereafter, with authority to refuse, suspend, or revoke licenses for non-compliance.

• Appropriates $55,000 in fiscal year 2022 and $8,000 in fiscal year 2023 for licensing activities, with a base of $42,000 in fiscal year 2024 and $8,000 in fiscal year 2025.
