Modifies resident assessment schedule requirements for nursing facilities by changing annual comprehensive assessments to occur within 92 days of a previous quarterly review assessment or comprehensive assessment (instead of at fixed intervals).

Clarifies that significant change in status assessments must be completed within 14 days after the facility determines a significant change in the resident's physical or mental condition, and within 7 days after all speech, occupational, and physical therapies end.

Changes quarterly assessment language from "all quarterly assessments" to "quarterly review assessment" with the same 92-day timeline and 14-day requirement after isolation for active infectious disease ends.

Appropriates $636,000 in fiscal year 2022 and $636,000 in fiscal year 2023 to the Commissioner of Human Services for additional auditing staff, auditor travel, and investigative software to improve financial integrity of nursing facility rates and payments.
