Establishes a city climate action grant program within the Pollution Control Agency to provide grants to cities for developing climate action plans or creating organizations to mitigate climate change impacts and reduce greenhouse gas emissions.

Eligible applicants include city governments, 501(c)(3) organizations, and educational institutions located in or conducting their primary work in the city where grant activities occur.

Grants cannot exceed $50,000; cities with populations over 20,000 must match grants 100 percent with local funds, while cities under 20,000 must match a minimum of 5 percent with local funds or in-kind services.

Commissioner must give preference to proposals involving broad community participation from residents, organizations, and institutions.

Appropriates $5,000,000 in fiscal year 2022 from the general fund for grants, available until December 31, 2023, with funds also covering reasonable administrative expenses of the Pollution Control Agency.
