Establishes a competitive grant program administered by the Pollution Control Agency to provide financial assistance for pilot projects that encourage composting in multifamily buildings (four or more dwelling units) in areas without curbside compost collection.

Requires each grant to include an educational component on composting methods and benefits.

Eligible applicants include political subdivisions, multifamily building owners, and 501(c)(3) tax-exempt organizations.

Grant funds may only be used for providing grants and reimbursing reasonable administrative expenses of the Pollution Control Agency.

Appropriates $5,000,000 from the general fund in fiscal year 2022 as a one-time appropriation.
