Amends the definition of "subordinate service district" to remove the requirement that districts be "compact and contiguous," allowing for more flexible district boundaries within counties.

Permits any county except metropolitan counties and counties containing a city of the first class to establish subordinate service districts for governmental services financed by revenues from within those districts.

Prohibits subordinate service districts from encompassing an entire county or providing countywide services unless the service level is being increased within the district.

Requires county boards to adopt a resolution to establish a subordinate service district and hold a public hearing before adoption, with the resolution specifying the services and territorial boundaries of the district.

Makes all amendments effective the day following final enactment.
