Removes the provision that a Tier 1 license does not bring an individual within the definition of a teacher under Minnesota Statutes section 179A.03, subdivision 18.

Modifies Tier 3 license coursework requirements to allow candidates with two years of teaching experience to be exempt from field-specific student teaching requirements when completing state-approved teacher preparation programs.

Adds a new pathway to Tier 3 licensure allowing candidates with three years of teaching experience under a Tier 2 license and satisfactory summative teacher evaluations to qualify without other coursework requirements.

Maintains existing Tier 1 license restrictions limiting the license to specified content matter and the district or charter school that requested it.
