Repeals the exception in Minnesota law that allowed cities, counties, and towns to control rents on private residential property if approved by voters in a general election.

Establishes an absolute prohibition on local governments adopting or renewing rent control ordinances, except for property in which the government has a financial interest or as required by federal or state law.

Preserves local government authority to manage publicly-owned housing through housing authorities, contract with property owners, comply with federal and state regulations, and mediate rent negotiations between owners and tenants.

Takes effect the day following final enactment.
