Adds Minnesota Statutes chapter 375.88, authorizing counties to collect costs for public assistance provided to noncitizens who receive assistance for at least six months.

Defines "public assistance" as any assistance funded in whole or in part by the state, county, municipality, or other local government unit, excluding federal funding.

Allows counties to collect costs (including administrative expenses) from local resettlement agencies, national voluntary agencies affiliated with resettlement agencies, or sponsors who agreed to help with the noncitizen's reception and placement.

Defines key terms including "local resettlement agency," "national voluntary agency," and "sponsor" by reference to Code of Federal Regulations, title 45, section 400.2.
