Reduces Department of Administration appropriation from $11,561,000 to $10,050,000 by modifying Laws 2019, First Special Session chapter 2, article 4, section 2, subdivision 6.

Phalen Park China Garden in St. Paul receives $400,000 in first year funding to design and develop the garden in collaboration with local Hmong community members, cultural leaders, and artists who understand traditional Hmong landscaping practices.

Requires any individuals or professionals contracted to provide goods or services for the China Garden project must be Minnesota residents, with appropriation available until June 30, 2023.

Distributes remaining appropriated funds to multiple cultural and educational organizations including Minnesota Public Radio, public television stations, museums, zoos, and outdoor education programs focused on Minnesota history and heritage.
