Removes "schools" from the list of exempt organizations allowed to disseminate sexually explicit material to minors, while maintaining exemptions for churches, museums, medical clinics, hospitals, and public libraries.

Removes "governmental agencies or quasi governmental sponsored organizations" from the exemptions for disseminating sexually explicit material to minors.

Creates a civil cause of action allowing parents or legal guardians to sue schools or governmental institutions for disseminating or displaying obscene material to their children.

Entitles plaintiffs to recover the greater of $1,000 or actual general and special damages including emotional distress, plus reasonable attorney fees and injunctive relief.
