Adds two new consumer members to the opioid prescribing work group who are Minnesota residents and have used or are using opioids to manage chronic pain.

Commissioner of Human Services, in consultation with the Commissioner of Health, appoints voting members including physicians, pharmacists, nurse practitioners, dentists, health care professionals, mental health professionals, medical examiners, health plan directors, and law enforcement representatives.

Changes annual reporting requirement from "by September 15, 2016, and annually thereafter" to "every year" for the opioid prescribing improvement program report.

Requires annual reports to include data on opioid utilization, monitoring protocols, patient impact and outcomes, safeguards against misapplication, and recommendations for program improvements or termination.

Voting members receive $200 honorarium per meeting plus reimbursement for mileage and parking expenses.
