• Allows voters with challenged registration status to cast challenged ballots instead of being denied the right to vote, with challenged ballots accepted or rejected after the election based on statewide voter registration system information.

• Creates new section 204C.136 establishing procedures for challenged ballot casting, envelope requirements, reconciliation processes, and acceptance/rejection by county auditors or municipal clerks.

• Makes it a felony to challenge a voter's eligibility knowing the challenge is not meritorious or acting in reckless disregard of whether it is meritorious.

• Effective January 1, 2022 for all elections held on or after that date.
