Establishes a vaccine recipient bill of rights in Minnesota Statutes chapter 145 to protect constitutional liberties and promote informed consent for vaccine decisions.

Requires health care providers to disclose the specific vaccine being administered and provide vaccine recipients with independent information from sources other than manufacturers or government entities before consent.

Prohibits requiring, coercing, forcing, or pressuring individuals to obtain experimental or investigational vaccines, including those authorized under emergency use authorization.

Requires health care providers to educate themselves about the vaccine adverse events reporting system operated by the Centers for Disease Control and Prevention and Food and Drug Administration, and provide this information to vaccine recipients.

Prohibits employers from asking health care providers to promote COVID-19 vaccines and prohibits private businesses from requiring or coercing employees to obtain vaccines unless authorized or required by other law.
