Resolution memorializes establishment of a COVID-19 vaccine bill of rights asserting that no person shall be mandated, coerced, forced, or pressured to take an experimental or investigational medication.

Prohibits private businesses from requiring any person to take medication or experimental medication, and prevents out-of-state vendors like Ticketmaster from requiring proof of vaccination at venues.

Requires all health care providers to attest awareness of the Vaccine Adverse Event Reporting System (VAERS) database and share information about it with vaccine recipients, and mandates that vaccine recipients be informed of the specific vaccine being provided.

Prohibits school vaccination requirements for prekindergarten through grade 12 students without medical and conscience clause exemptions, and prevents vaccine mandates from affecting state school aid funding.

Directs the Secretary of State to transmit copies of this memorial to federal officials including the President, Congress, the Federal Aviation Administration, Equal Employment Opportunity Commission, Department of Labor, and Justice Department's Civil Rights Division.
