Minnesota Department of Education must develop a plan to administer Minnesota Comprehensive Assessments (MCA) under Minnesota Statutes section 120B.30 in spring 2021 regardless of instructional format.

Plan must accommodate students participating in distance instruction, on-site instruction, or hybrid instruction.

Plan must include a process allowing school districts to administer assessments remotely at the school board's discretion.

Section is effective the day following final enactment.
