Establishes a statewide mattress stewardship program in Minnesota requiring producers to form a nonprofit mattress recycling council within 180 days to design and implement a collection and recycling system.

Requires the council to submit a plan within 180 days for commissioner approval that includes free collection from covered entities (retailers, transfer stations, health care facilities, etc.), performance goals, facility identification, and convenience timelines.

Implements a mattress stewardship fee added to the purchase price of each mattress sold in Minnesota to fund collection, transportation, and processing of discarded mattresses; fee structure must be set as a flat rate and reviewed annually by an auditor.

Mandates participating covered entities must not charge consumers for receiving discarded mattresses, though may charge for collection services; all producers must participate or face prohibition from selling mattresses in the state.

Requires the council to submit annual reports by October 15 documenting tonnage collected and recycled, materials diverted, disposal methods, public education efforts, and program effectiveness; council records must be maintained for three years.
