• Appropriates $2,000,000 in fiscal year 2022 and $2,000,000 in fiscal year 2023 to the Commissioner of Human Services for grants funding emergency shelter and transitional and long-term housing beds for sexually exploited youth and youth at risk of sexual exploitation.

• Appropriates $500,000 in fiscal year 2022 and $500,000 in fiscal year 2023 to the Commissioner of Health for trauma-informed, culturally inclusive services for sexually exploited youth and youth at risk of sexual exploitation.

• Prohibits grant funds from being used for activities outside those authorized under Minnesota Statutes sections 256K.45 and 145.4716, and prohibits commissioners from creating additional eligibility criteria or restrictions on grant money.

• Requires commissioners to review grant recipients' application materials, including past performance and fund utilization, before awarding grants and permits grant recipients to carry over unexpended amounts from the first year to the second year of two-year contracts.

• Prohibits commissioners from reducing existing grant award amounts unless the grant recipient has failed to meet performance measures or improperly used grant funds.
