Establishes a one-year pilot project beginning September 1, 2021, to monitor use of the Pathfinder Companion application, a phone-based tool for individuals in recovery to connect with peers and resources, and a computer-based tool for providers to manage patient care and track outcomes.

Requires the commissioner of human services, in consultation with the North Metro Mental Health Roundtable, to evaluate whether digital recovery support services alongside traditional treatment methods improve treatment outcomes, including tracking participant engagement and social determinants.

Directs the commissioner to report pilot project results to legislative committee chairs and ranking minority members with jurisdiction over substance use disorder treatment by October 1, 2022.

Appropriates $250,000 in fiscal year 2022 from the general fund to the North Metro Mental Health Roundtable as a one-time grant, with up to $200,000 for Pathfinder Companion application licensing and up to $50,000 for Pathfinder Bridge application licensing for providers.

Appropriation funds are available until August 31, 2022.
