Removes "under 21 years of age" language from the provision governing conduct of secondary school students, replacing it with "all students" to apply rules uniformly regardless of age.

Adds new paragraph (d) creating extended enrollment eligibility for students in grades 9-12 during the 2019-2020 or 2020-2021 school years, allowing them to remain enrolled until age 22 instead of age 21.

Extended enrollment for affected students ends when one of four conditions occurs: the first September 1 after their 22nd birthday, completion of graduation requirements, withdrawal with no re-enrollment within 21 calendar days, or end of school year.
