Appropriates $7,250,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to St. Louis County for the Heritage and Arts Center (the Depot) in Duluth.

Project funding covers predesign, design, construction, and renovation of mechanical, electrical, HVAC systems; life-safety building elements; exterior envelope integrity; exhibit build-out; and train shed expansion.

Appropriation is contingent on at least $4,000,000 in committed nonstate funding being secured to complete the project.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $7,250,000 to provide the appropriated funds, consistent with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
