HF2414 Summary

• Requires all health insurance policies covering Minnesota residents to provide coverage for all diagnostic and preventive breast cancer screenings and tests, including genetic testing, mammography, MRI, digital breast tomosynthesis, ultrasound, thermography, and biopsy.

• Prohibits health carriers from imposing age limitations or annual or lifetime testing limits on breast cancer screening and diagnostic tests.

• Expands coverage of digital breast tomosynthesis (3D mammography) as a preventive service for enrollees at risk for breast cancer, including those with family history, BRCA1/BRCA2 mutations, dense breast tissue, or prior breast cancer diagnosis.

• Requires medical assistance under chapter 256B to comply with section 62A.30 coverage requirements for diagnostic screenings and tests.

• Effective January 1, 2022, for health plans offered, issued, or renewed on or after that date.
