HF 2485 Summary

• Adds two new exemptions to the moratorium on housing support bed development: 42 additional beds (54 total) for a recovery community organization in Olmsted County serving individuals with substance use disorder, and 46 beds for a recovery community organization in Blue Earth County serving individuals with substance use disorder.

• Authorizes Olmsted County to negotiate supplemental service rates not exceeding the maximum rate under subdivision 1a for the 54-bed recovery community organization facility originally licensed by the Department of Health under section 157.17 in 2019.

• Authorizes Blue Earth County to negotiate supplemental service rates not exceeding the maximum rate under subdivision 1a for 46 beds operated by a recovery community organization that as of March 1, 2021, operates three facilities in Blue Earth County licensed and registered under section 157.17.

• Both exemptions apply to housing support providers serving individuals diagnosed with substance use disorder and allow rates to exceed the MSA equivalent rate through negotiated supplemental service rates.
