Prohibits all Minnesota government entities, subdivisions, agents, and assigns from issuing vaccine passports, vaccine passes, or any standardized documentation certifying COVID-19 vaccination status, post-transmission recovery, or negative test results.

Bans any entity doing business in Minnesota from requiring customers or patrons to provide documentation certifying COVID-19 vaccination or post-transmission recovery as a condition of access, entry, or service.

Businesses that violate the prohibition are ineligible for state grants or contracts financed through state revenue or funds.

Permits businesses to institute COVID-19 screening protocols in accordance with state and federal law to protect public health.

Does not interfere with individuals' rights to access their own personal health information under state and federal law.
