• Prohibits any government entity or subdivision from issuing or requiring vaccine passports, passes, or credentials in any format (electronic, digital, or physical).

• Prohibits all businesses, nonprofit organizations, and entities doing business in Minnesota from requiring employees, customers, patrons, contractors, or staff to provide vaccine credentials for access to services, including air, train, water, or rental car travel.

• Establishes violations as misdemeanors with fines of $10,000 per violation; allows individuals to sue for compensatory damages, attorney fees, investigation costs, and equitable relief.

• Prohibits the governor, state agencies, and local government from taking any action to study, plan, or implement vaccination passport systems.
