Creates definitions for "direct supervision," "remote supervision," "licensed veterinary technician," "veterinary assistant," and "veterinary technology" in Minnesota Statutes chapter 156.

Establishes licensure requirements for veterinary technicians, including graduation from an accredited program, passing the Veterinary Technician National Examination and Minnesota Veterinary Technician Jurisprudence Examination, and completion of a criminal background check.

Allows credentialed veterinary technicians from other U.S. states or Canadian provinces to transfer their license if they have at least 3 years of active practice or teaching experience within the previous 5 years.

Permits temporary alternative qualifications for applicants before July 1, 2024, including certification from the Minnesota Veterinary Medical Association or 4,160 hours of practice experience with veterinarian recommendation.

Requires veterinary assistants to work only under direct supervision of a licensed veterinarian or licensed veterinary technician, with exceptions for generalized nursing tasks and emergency lifesaving care; effective July 1, 2022.
