Requires all municipalities and counties with unorganized territory to adopt an ordinance establishing a permit process for targeted residential picketing by three or more people by January 1, 2022.

Permit applicants must submit written applications containing their name, phone number, the target address, anticipated number of participants, and a signed statement acknowledging permit terms and a $1,000 minimum penalty for violations.

Municipalities must mail notice to the residence owner and occupant within 24 hours of permit approval, including the approved dates and applicant's contact information.

Targeted residential picketing cannot occur earlier than five days after permit approval, and permit violations result in civil penalties of no less than $1,000 per violation deposited in the municipality's general fund.

Ordinances must apply uniformly regardless of picketing subject matter, and owners or occupants cannot appeal permit approvals but retain the right to seek harassment restraining orders under Minnesota law.
