Establishes the Emmett Louis Till Victims Recovery Program under the Minnesota Department of Health to address health and wellness needs of victims of government-sponsored equal protection violations and their families and heirs.

Defines "health and wellness" to include physical, mental, cultural, and spiritual or faith-based needs, and addresses historical trauma resulting from equal protection violations by government officials.

Requires the commissioner of health to establish an education and awareness program in consultation with the commissioner of human rights, ethnic councils, and civil rights organizations to provide health services, legacy preservation, cultural awareness, spiritual support, and community resources.

Authorizes competitive grants to eligible applicants for community-based projects that improve public awareness of trauma arising from equal protection violations by government officials.

Requires annual reports by January 15 to legislative health care committees summarizing services offered, assessing need for continuing services, and evaluating program goals and outcomes.
