Establishes fundamental right for individuals to make autonomous decisions about reproductive health, including choosing or refusing contraception, sterilization, pregnancy continuation, and abortion.

Recognizes fundamental right to privacy regarding personal reproductive decisions and prohibits state denial, restriction, or interference with exercise of reproductive health rights.

Declares that fertilized eggs, embryos, and fetuses do not have independent rights under Minnesota law.

Prohibits state discrimination in protection or enforcement of reproductive rights based on sex, gender identity, sexual orientation, disability, race, ethnicity, age, national origin, immigration status, or religion.

Prevents prosecution or deprivation of rights for any act or failure to act during pregnancy based on potential or actual impact on individual's health or pregnancy, and allows civil action for violations.
