Commissioner of human services shall partner with patient groups, culturally based community organizations, and midwifery providers to improve maternal and infant health in Black, Indigenous, and other communities of color, rural communities, and low-income populations.

Commissioner of human services must confer with commissioner of health to develop procedures and services for making midwifery services available throughout Minnesota.

Commissioner of human services shall study payment reforms to expand midwifery access in Minnesota, including bundled payment models for comprehensive maternity and newborn care episodes.

Commissioner of human services shall make recommendations on ways to promote and expand racial, ethnic, and language diversity in the midwifery workforce to better align with populations experiencing the highest maternal and infant mortality and morbidity disparities.

Recommendations must be reported to legislative committee chairs and ranking minority members with jurisdiction over health finance and policy by December 31, 2021.
