Mandates instruction on the fundamental moral, political, and intellectual foundations of American self-government, along with the history, qualities, traditions, and features of civic engagement in the United States.

Requires teaching the structure, function, and processes of government institutions at the federal, state, and local levels.

Specifies inclusion of founding documents including the Declaration of Independence, the United States Constitution, Federalist Papers essays 10 and 51, excerpts from Alexis de Tocqueville's Democracy in America, the first Lincoln-Douglas debate, and writings of the founding fathers.
