Amends Minnesota Statutes section 65B.48, subdivision 3, regarding motor vehicle self-insurance requirements and approval procedures.

Establishes application and renewal fees of $2,500 initial and $1,200 every three years for political subdivisions, $1,500 for nonpolitical entities.

Prohibits the commissioner from cancelling or denying self-insurance authority to cooperatives organized under chapter 308A or 308B that submit negative net funds flow statements if they maintain working capital equal to three times their self-insured authority amount.

Requires self-insuring entities to demonstrate adequate financial arrangements, claims administration capability, and undertakings to pay tort liabilities and economic loss benefits under sections 65B.41 to 65B.71.
