Establishes a COVID-19 public health disaster response governed by this act, limiting the governor's powers under Minnesota Statutes chapter 12 unless explicitly authorized by this section or subsequent legislation.

Authorizes the commissioner of human services to declare a public health disaster to protect public health and maintain federal benefits including SNAP emergency allotments, Medicare/Medicaid waivers, Stafford Act funding, and basic health program funding.

Grants the commissioner of health authority to coordinate, allocate, distribute, and manage COVID-19 vaccine doses, therapeutics, and testing during a declared public health disaster.

Allows the governor to exercise emergency procurement powers under Minnesota Statutes section 12.36 for COVID-19 vaccine distribution and administration.

Terminates the peacetime emergency declared by Executive Order No. 20-01 (March 13, 2020) effective July 1, 2021, or when 70 percent of state residents age 16 and older receive one dose of an approved COVID-19 vaccine, whichever is earlier.
