Increases the professional dispensing fee for legend drugs, intravenous solutions, and over-the-counter drugs meeting the definition of "covered outpatient drugs" from $10.48 to $10.77 per prescription or per bag.

Maintains the $3.65 dispensing fee for prescribed over-the-counter drugs not meeting the definition of covered outpatient drugs.

Requires the commissioner to contract with a vendor to conduct a statewide cost of dispensing survey for Minnesota pharmacies by January 1, 2021, and repeat every three years, with results reported to legislative committees.

Specifies that survey vendors must measure separate statewide costs for specialty and nonspecialty prescription drugs using multiple metrics including mean, median, and weighted averages.
