Establishes a residential lead service line replacement grant program requiring replacement of privately owned portions of all residential lead drinking water service lines in Minnesota by 2032.

Authorizes cities to use grants covering up to 100 percent of costs for identifying lead service lines, removing and replacing privately owned portions, installing replacement lines, and matching federal dollars.

Prioritizes grant funding for projects in low-income census tracts (50 percent or more households at or below 60 percent of state median income), Opportunity Zones, minority-owned businesses, women-owned businesses, projects using prevailing wage contractors, or those leveraging additional funding.

Requires annual reporting to legislature by August 1 on program operations and appropriates $30,000,000 every fiscal year through 2032 from the general fund.
