Amends the cross subsidy reduction aid factor to equal 100 percent for fiscal year 2023 and later, increasing from 6.43 percent for fiscal years 2021 and 2022.

Cross subsidy reduction aid is calculated by multiplying a school district's initial special education cross subsidy by the aid factor, then subtracting the district's special education general education reduction.

Defines special education general education reduction as general education revenue attributable to special education students who spend 60 percent or more of the school day outside the regular classroom receiving special education services.

Appropriates $1,822,998,000 for special education aid in fiscal year 2022 and $1,945,533,000 for fiscal year 2023, with 2023 appropriation including $226,342,000 for fiscal year 2022.

Effective for revenue for fiscal year 2023 and later.
