Permits emancipated minors to seek harassment restraining orders directly from district court without parental involvement, provided the court finds the order is in the minor's best interests

Defines emancipation as living separate and apart from parents, managing own financial affairs, and having all legal parents relinquish control and authority through written agreement or conduct

Maintains existing authority allowing parents, guardians, conservators, or stepparents to seek restraining orders on behalf of non-emancipated minors victims of harassment

Allows harassment restraining order applications to be filed in either party's county of residence or the county where the alleged harassment occurred, with no residency requirements

Takes effect the day following final enactment
