Establishes a common interest community ombudsperson position within the Department of Commerce, appointed by the governor to serve in the unclassified service and removable only for just cause.

Ombudsperson must advocate for unit owners, compile complaints against common interest communities, and provide dispute resolution services for disputes between unit owners and associations under chapter 515B or governing documents, except where matters are pending in court, arbitration, or mediation.

Ombudsperson must maintain a website with chapter 515B text, information about ombudsperson services and alternative dispute resolution methods, and publish materials about unit owner rights and responsibilities.

Prohibits ombudsperson and commissioner from rendering formal legal opinions or making formal determinations or orders regarding disputes between unit owners and associations.

Appropriates unspecified amount from the general fund to the Department of Commerce in fiscal year 2022 to establish and maintain the Office of the Common Interest Community Ombudsperson, effective July 1, 2023.
