Authorizes the city of Woodbury to use tax increment financing (TIF) District No. 13 revenues for maintenance and infrastructure upgrades to Central Park, treating such expenditures as activities within the district.

Allows Woodbury to extend the duration of TIF District No. 13 by five years, notwithstanding standard Minnesota statutes.

Paragraph (a) becomes effective after Woodbury's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.

Paragraph (b) becomes effective upon compliance by the city of Woodbury, Washington County, and Independent School District No. 833 with Minnesota Statutes sections 469.1782, subdivision 2, and 645.021, subdivisions 2 and 3.
