Allows the city of Woodbury to use Tax Increment Financing District No. 13 increments for maintenance and facility and infrastructure upgrades to Central Park, with such expenditures deemed within district activities.

Permits the city of Woodbury to extend the duration of Tax Increment Financing District No. 13 by five years, notwithstanding existing Minnesota Statutes limitations.

Paragraph (a) becomes effective upon Woodbury's governing body and chief clerical officer compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.

Paragraph (b) becomes effective upon compliance by the city of Woodbury, Washington County, and Independent School District No. 833 with Minnesota Statutes sections 469.1782, subdivision 2, and 645.021, subdivisions 2 and 3.
