Extends the deadline for transferring unused state funds from the Minnesota premium security plan account from June 30, 2024 to June 30, 2025 to the commissioner of commerce, which shall be deposited in the health care access fund.

Requires the Minnesota Comprehensive Health Association to administer the Minnesota premium security plan through the 2023 benefit year with specified payment parameters: $50,000 attachment point, 75 percent coinsurance rate, and $250,000 reinsurance cap.

Maintains the spending cap of $271,000,000 for benefit years 2018 and 2019 for operational, administrative costs, and reinsurance payments under the Minnesota premium security plan.

Directs the commissioner of management and budget to transfer the amount necessary from the general fund to the Minnesota premium security plan account in fiscal year 2023 as a onetime transfer.
