Expands the homeownership education, counseling, and training program to include veterans and seniors as eligible participants for full cycle homeownership services.

Requires nonprofits and political subdivisions receiving program funding to provide full-cycle homeownership services specifically to veterans, including education and counseling on homeownership grants and programs available through Minnesota Statutes and the U.S. Department of Veterans Affairs.

Updates eligibility criteria to allow consideration of demonstrated experience with counseling veterans or older persons on housing as a qualifying factor for organizations seeking program funding.

All amendments are effective the day following final enactment.
