Removes language that students "under 21 years of age" must follow a single set of conduct rules, replacing it with "all students" at public secondary schools.

Creates a temporary provision for students enrolled in grades 9-12 during the 2021-2022 or 2022-2023 school years to remain eligible for free public school enrollment until age 22 (instead of age 21).

Students in the designated cohorts can continue enrollment until one of four conditions occurs: first September 1 after their 22nd birthday, completion of graduation requirements, withdrawal with no re-enrollment within 21 calendar days, or end of school year.

Maintains existing age requirements for kindergarten (at least 5 years old by September 1) and first grade (at least 6 years old by September 1 or completion of kindergarten).
