School districts must permit Title 36 patriotic and national organizations with youth-focused missions to distribute informational literature and promotional materials in schools to inform students and parents.

"Patriotic and national organization" is defined as an organization identified in United States Code, title 36, part B.

Informational literature must be distributed in paper form during school hours, with distribution occurring during the first quarter of the school year, and schools may determine the method and timing of distribution.

Organizations must provide written notice to the superintendent at least one week in advance, including a copy of the materials to be distributed.

Organizations are responsible for all direct costs of preparing and distributing materials but cannot be assessed any fees for facility access or usage.

Effective date: August 1, 2022.
