Authorizes issuance of housing infrastructure bonds up to $30,000,000 for supportive housing, affordable rental housing, senior housing, manufactured home parks, and single-family housing.

Adds new clause (8) to allow financing of single-family housing for veterans, including duplexes, triplexes, and four-plexes.

Creates subdivision 2i authorizing an additional unspecified amount of housing infrastructure bonds exclusively for veterans housing.

Prioritizes permanent supportive housing for veterans and individuals who have been homeless for at least 12 months or four times in the last three years.

Requires the commissioner of management and budget to transfer annual debt service payments from the general fund to the housing infrastructure bond account beginning July 15, 2024, and continuing through 2045 for bonds issued under subdivision 2i.
