Urges the President to direct the Federal Trade Commission to repeal waivers of antitrust laws that have legalized corporate cartels and mergers of accountable care organization provider insurance corporations.

Urges the President to direct the Centers for Medicare and Medicaid Services to repeal waivers of anti-fee-splitting and anti-self-referral laws that shift financial risk and gatekeeping functions to healthcare providers.

Urges Congress to amend the Medicare Access and CHIP Reauthorization Act of 2015 to require that clinics and hospitals have freedom to contract or not contract for payments contingent on volume of care orders.

Asserts that current waivers allow physicians to receive bonus payments for rationing care and that split fee payments contingent on referral volume constitute illegal bribes under state and federal law.

Directs the Minnesota Secretary of State to transmit copies of this memorial to the President, Congress leadership, relevant congressional committees, Minnesota's federal delegation, and appropriate federal agencies.
