Authorizes the city of Litchfield to impose a local sales and use tax of one-half of one percent, subject to voter approval at a general election.

Tax revenues must be used to pay collection and administration costs and up to $10,000,000 for constructing a community wellness/recreation center with gymnasium, fitness spaces, walking section, community room, and related facilities.

City may issue bonds under Minnesota Statutes chapter 475 up to $10,000,000 plus issuance costs, with bonds exempt from debt limitations and levy restrictions.

Tax expires at the earlier of 20 years after first imposition or when sufficient funds are collected to cover project costs and bond-related expenses, as determined by city council.

Remaining funds after termination of the tax shall be placed in the city's general fund.
